Big changes ahead! Northern Ireland’s employment laws get a major makeover, In a significant move, Northern Ireland’s Economy Minister, Dr Caoimhe Archibald, has announced the most substantial overhaul of employment law in 25 years. Part of the “Good Jobs” agenda, the proposed Employment Bill aims to modernise workers’ rights and build a fairer, more flexible working environment.
The Bill focuses on four key pillars,
- Fair employment contracts
- Improved pay and benefits
- Stronger employee voice
- Better work-life balance

Among the headline proposals,
- Ending exploitative zero-hours contracts
- Protecting agency workers and their job security
- Banning ‘fire and rehire’ tactics
- Guaranteeing fair distribution of tips
- Introducing new leave entitlements (e.g. carers and neonatal leave)
- Modernising trade union laws to reflect today’s workplaces
These reforms are designed to benefit workers, families, employers, and the wider economy by promoting fairer treatment, reducing in work poverty, and encouraging more stable, productive employment.
What Does This Mean for Employers?
While these proposals are still under review and haven’t yet become law, they signal a shift toward more employee focused legislation and alignment with standards already in place across Great Britain and the Republic of Ireland.
Employers will likely need to,
- Review contracts and policies
- Prepare for new types of statutory leave
- Reassess agency worker practices
- Train management on upcoming change
At this stage, there’s no need to take immediate action, as no legal changes have yet come into effect.
However, it’s wise to start considering the potential impact of the proposed changes now. Taking a proactive approach allows you to plan ahead and avoid being caught off guard later.
We can take insight from both Great Britain and the Republic of Ireland, where similar laws are already in place. This puts us in a strong position to adapt quickly, particularly when it comes to updating contracts and policies.
